Microdata submission
Use this short submission form to provide survey metadata and upload files for SDG 4 indicator production.
1. Policy summary
UIS use of submitted microdata
The UIS uses submitted microdata to produce SDG 4 indicators and support national reporting through the UIS Data Browser. Data will be used solely for SDG 4 indicator reporting and analysis. No attempt will be made to identify any individual person, family, business, enterprise or organisation.
To reduce disclosure risk, UIS does not publish national estimates based on fewer than 25 unweighted observations. Any UIS reports or other publications that employ data obtained will cite the source of data.
Original data will not be copied or made available to anyone other than selectively authorized UIS staff. The UIS will destroy all copies of data submitted by national authorities on request to uis.microdata@unesco.org.
Submitted files should include, where available, all variables relating to:
- single year of age
- current or recent educational participation (level and/or grade)
- highest level and/or grade of educational attainment (including no schooling)
- literacy status
- sex
- technical variables on sample design
- survey weights
Where available, submitted files should also include variables regarding:
- urban or rural location
- household wealth quintile or decile
- migration status (country of birth)
- disability and functional difficulties

Optional preparation step
Microdata aggregation tool
Users that prefer to submit aggregated census or sample survey data may optionally use the separate aggregation tool to create file directly in the browser before submission. The aggregation tool also allows users to output individual records for a subset of selected variables used by the UIS for indicator calculation.

Necessary variables
Submitted files should, where available, include single year of age, all education variables related to current or recent participation, highest educational attainment, literacy, sex, technical variables, and survey weights.
Desirable variables
Where available, submitted files should also include urban or rural location, household wealth quintile, migration status, and disability status.
Documentation and metadata
Questionnaires, codebooks, manuals, and survey metadata are essential for interpretation, processing, and quality review. The submission package should include both data files and supporting documentation.
Authority to submit
By submitting data through this form, the sender confirms that they are acting on behalf of a national statistical office or other competent national body, or that they otherwise have the necessary authorization from that body to provide the submitted data and related documentation to UIS for the stated statistical purpose.
Data privacy
By submitting data through this form, the sender confirms that all reasonable steps have been taken to exclude directly identifiable information from the submitted files and documentation, including names, exact addresses, precise geolocation data, and other details that could directly identify a person, household, enterprise, or institution.
Storage and protection safeguards
UIS stores submissions in a restricted environment, limits access to a small number of authorized personnel, and tracks each submission using a unique submission ID and an audit trail.
